In accordance with its Order of Reference of Thursday, October 19, 2017, your Committee has considered Bill C-57, An Act to amend the Federal Sustainable Development Act, and agreed on Tuesday, December 12, 2017, to report it with the following amendments:

Clause 3

That Bill C-57, in Clause 3, be amended by

(a) replacing line 16 on page 2 with the following:

“based on an efficient use of natural, social”

(b) adding after line 19 on page 2 the following:

“(a.1) the principle that sustainable development

(i) is a continually evolving concept,

(ii) may be achieved by, among other things, the protection of ecosystems, prevention of pollution, protection of human health, promotion of equity, conservation of cultural heritage, respect for domestic and international obligations relating to sustainable development and recognition of the present generation’s responsibility to provide future generations with a healthy and ecologically sound environment, and

(iii) may be advanced by, among other things, taking into account the precautionary principle, the “polluter pays” principle, the principle of internalization of costs and the principle of continuous improvement;”

(c) deleting lines 24 to 38 on page 2.

Clause 4

That Bill C-57, in Clause 4, be amended by replacing lines 29 and 30 on page 3 with the following:

“House that normally considers matters relating to sustainable development.”

Clause 5

That Bill C-57, in Clause 5, be amended by replacing lines 20 and 21 on page 4 with the following:

“velopment Advisory Council may be paid reasonable expenses incurred by them in connection with the business of the Council, subject to applicable Treasury Board directives.”

Clause 6

That Bill C-57, in Clause 6, be amended by

(a) replacing line 22 on page 4 with the following:

“6 (1) Subsections 9(1) and (2) of the Act are replaced”

(b) adding after line 2 on page 5 the following:

“(2) Subsection 9(4) of the Act is replaced by the following:

(4) The Minister shall at the same time submit the draft of the Federal Sustainable Development Strategy to the Commissioner for review and comment, including as to whether each target is measurable and includes a time frame, for which the Minister shall allow a period of not less than 120 days.”

Clause 7

That Bill C-57, in Clause 7, be amended by replacing line 13 on page 5 with the following:

“mally considers matters relating to sustainable development.”

Clause 8

That Bill C-57, in Clause 8, be amended by replacing line 18 on page 5 with the following:

“tities in relation to the sustainable development impact of their op-”

That Bill C-57, in Clause 8, be amended by adding after line 36 on page 5 the following:

“(v) takes into account comments made under subsections 9(3) or (4); and”

That Bill C-57, in Clause 8, be amended by adding after line 34 on page 6 the following:

“(v) takes into account comments made under subsections 9(3) or (4); and”

That Bill C-57, in Clause 8, be amended by replacing line 15 on page 7 with the following:

“sustainable development.”

Clause 9

That Bill C-57, in Clause 9, be amended by replacing line 35 on page 7 with the following:

“relating to sustainable development, or of both Houses of Parlia-”

Your Committee has ordered a reprint of Bill C-57, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meetings Nos. 82 and 88 to 90) is tabled.
