Presenting Reports from Interparliamentary Delegations
Pursuant to Standing Order 34(1), Mr. Trottier (Etobicoke—Lakeshore) presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) on its participation in the XXXth Regional Assembly of the America Region of the APF, held in Toronto, Ontario, from August 4 to 8, 2014. — Sessional Paper No. 8565-412-52-10.

Pursuant to Standing Order 34(1), Mr. Trottier (Etobicoke—Lakeshore) presented the report of the Canadian Branch of the Assemblée parlementaire de la Francophonie (APF) respecting its participation in the XXVII Session of the Europe Regional Assembly of the APF, held in Warsaw, Poland, from September 28 to October 1, 2014. — Sessional Paper No. 8565-412-52-11.

Pursuant to Standing Order 39(7), Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the return to the following question made into an Order for Return:

Q-766 — Mr. Bevington (Northwest Territories) — With respect to the Northern Greenhouse Initiative (NGI), and to the Call for Expressions of Interest to access NGI funding that closed on September 30, 2014: (a) how many applications were received; (b) who applied; and (c) when will the successful applicants be announced? — Sessional Paper No. 8555-412-766.
Government Orders

The Order was read for the third reading of Bill S-5, An Act to amend the Canada National Parks Act (Nááts’ihch’oh National Park Reserve of Canada).

Mr. Baird (Minister of Foreign Affairs) for Mrs. Aglukkaq (Minister of the Environment), seconded by Mr. Lebel (Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.

The House resumed consideration at report stage of Bill C-32, An Act to enact the Canadian Victims Bill of Rights and to amend certain Acts, as reported by the Standing Committee on Justice and Human Rights with amendments;

Private Members' Business

The House resumed consideration of the motion of Ms. Ayala (Honoré-Mercier), seconded by Mr. Aubin (Trois-Rivières), — That Bill C-579, An Act to reduce the effects of urban heat islands on the health of Canadians, be now read a second time and referred to the Standing Committee on Health.

The debate continued.

Messages from the Senate

A message was received from the Senate as follows:
