The Standing Committee on Public Safety and National Security met in a televised session at 3:29 p.m. this day, in Room 237-C, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, John Carmichael, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock and Jean Rousseau.

 

Acting Members present: Jean Crowder for Jean Rousseau.

 

In attendance: House of Commons: Jessica Kulka, Procedural Clerk. Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Appearing: Hon. Steven Blaney, Minister of Public Safety and Emergency Preparedness.

 

Witnesses: Department of Public Safety and Emergency Preparedness: François Guimont, Deputy Minister. Canadian Security Intelligence Service: Michel Coulombe, Director. Department of Citizenship and Immigration: Nicole Girard, Director General, Citizenship and Multiculturalism Branch. Department of Public Safety and Emergency Preparedness: Lynda Clairmont, Senior Assistant Deputy Minister, National and Cyber Security Branch; Ritu Banerjee, Director, Operational Policy and Review. Department of Justice: Mory Afshar, Senior Counsel, Citizenship and Immigration Canada Legal Services.

 
Pursuant to the Order of Reference of Tuesday, November 18, 2014, the Committee commenced consideration of Bill C-44, An Act to amend the Canadian Security Intelligence Service Act and other Acts.
 

The Hon. Steven Blaney made a statement and, with Nicole Girard and Michel Coulombe, answered questions.

 

It was agreed, — That Wayne Easter table a document entitled “Questions to the Minister of Public Safety Re: Bill C-44”.

 

At 4:30 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

At 4:33 p.m., Randall Garrison took the Chair.

 

Nicole Girard, Michael Coulombe, Francçois Guimont and Ritu Banerjee answered questions.

 

At 4:37, Daryl Kramp took the Chair.

 

It was agreed, — That the e-mail dated Friday, October 31, 2014 from the Library of Parliament to Wayne Easter be translated and distributed to the members of the Committee.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
