The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in a televised session at 1:03 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Tyrone Benskin, Hon. Irwin Cotler, Nina Grewal, Wayne Marston, Scott Reid, Gary Ralph Schellenberger and David Sweet.

 

In attendance: Library of Parliament: Erin Shaw, Analyst; Miguel Bernal-Castillero, Analyst.

 

Witnesses: As an individual: Moses Gashirabake, Candidate, McGill University Faculty of Law.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Tuesday, April 8, 2014, the Subcommittee resumed its study of the Aftermath of the Rwandan Genocide: A Study of the Crisis of Children Born of Rape.
 

Moses Gashirabake made a statement and answered questions.

 

At 2:05 p.m., the sitting was suspended.

At 2:06 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, September 25, 2014, the Subcommittee resumed its study of the Challenges Faced by North Korean Refugees.
 

It was agreed — That the Subcommittee adopt the following statement:

This Subcommittee recognizes the unique circumstances facing a minority of those fleeing the Democratic People’s Republic of Korea (North Korea) when they arrive in the Kingdom of Thailand via the People’s Republic of Laos (Laos) and the People’s Republic of China (China), namely that:

  • they cannot be returned directly to North Korea because they would face gross human rights violations, including torture and possibly execution;
  • they cannot be returned to Laos or China because they would likely be forcibly repatriated to North Korea; and
  • they do not meet the United Nations definition of refugee because they have the option of going to the Republic of Korea (South Korea).

Therefore, be it resolved that this Subcommittee urges the Government of Canada to offer sanctuary to genuine refugees from North Korea for whom resettlement to another country is not an option.

 

It was agreed, — That the Clerk of the Subcommittee issue a news release based on the statement adopted by the Subcommittee today, December 4, 2014.

 

At 2:08 p.m., the Subcommittee adjourned to the call of the Chair.
