The Subcommittee on a Code of Conduct for Members met in camera at 3:33 p.m. this day, in Room 228, The Valour Building, the Chair, Joe Preston, presiding.

 

Members of the Subcommittee present: Hon. Carolyn Bennett, Kelly Block, Joan Crockatt, Jean Crowder, Mylène Freeman, Joe Preston and Chris Warkentin.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Martha Butler, Analyst.

 

Witnesses: House of Commons: Pierre Parent, Chief Human Resources Officer; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Anne-Marie Genin-Charette, Parliamentary Counsel (Legal), Office of the Law Clerk and Parliamentary Counsel. As individuals: Catherine Beagan Flood, Partner, Blake, Cassels & Graydon LLP; Andrew Heard, Associate Professor, Department of Political Science, Simon Fraser University.

 
Pursuant to the Order of Reference of Thursday, November 27, 2014, the Subcommittee resumed its study of a code of conduct for Members.
 

The officials from the House of Commons provided a briefing to the Subcommittee.

 

At 4:31 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed in public.

 

Andrew Heard, by videoconference from Victoria, British Columbia, and Catherine Beagan Flood made statements and answered questions.

 

At 5:18 p.m., the sitting was suspended.

At 5:20 p.m., the sitting resumed in camera.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That a proposed budget in the amount of $19,800, for the study of a Code of Conduct for Members, be adopted.

 

At 5:33 p.m., the Subcommittee adjourned to the call of the Chair.
