The Standing Committee on Natural Resources met at 8:44 a.m. this day, in Room 268, La Promenade Building, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Kelly Block, Blaine Calkins, Joan Crockatt, Ryan Leef, Christine Moore, Hon. Geoff Regan and Brad Trost.

 

Acting Members present: Niki Ashton for Chris Charlton, Irene Mathyssen for Chris Charlton and Murray Rankin for Linda Duncan.

 

In attendance: House of Commons: Jean-Marie David, Procedural Clerk. Library of Parliament: Jean-Luc Bourdages, Analyst; Milana Simikian, Analyst.

 

Witnesses: Canadian Nuclear Association: John Barrett, President and Chief Executive Officer. Canadian Nuclear Safety Commission: Michael M. Binder, President and Chief Executive Officer. Department of Natural Resources: Joanne Kellerman, General Counsel and Executive Director, Legal Services; Jeff Labonté, Director General, Energy Safety and Security Branch, Energy Sector; Dave McCauley, Director, Uranium and Radioactive Waste Division, Electricity Resources Branch, Energy Sector. Greenpeace Canada: Shawn-Patrick Stensil, Nuclear Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, on Tuesday, June 10, 2014, the Committee seat as long as necessary to complete the clause-by-clause consideration of Bill C-22.

 

It was agreed, — That, in relation to the study of the propane industry in Canada, members of the Committee submit to the Clerk of the Committee, by Wednesday, June 11, 2014 at 5:00 p.m., their prioritized lists of witnesses.

 
Pursuant to the Order of Reference of Thursday, May 29, 2014, the Committee resumed consideration of Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to other Acts.
 

Jeff Labonté made a statement and, with Joanne Kellerman and Dave McCauley, answered questions.

 

At 9:37 a.m., the sitting was suspended.

At 9:39 a.m., the sitting resumed.

 

John Barrett, Shawn-Patrick Stensil and Michael M. Binder made statements and answered questions.

 

At 10:12 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

 

Questioning of the witnesses resumed.

 

It was agreed, — That a proposed budget in the amount of $ 3,900, for the study of the Bill C-22, An Act respecting Canada's offshore oil and gas operations, enacting the Nuclear Liability and Compensation Act, repealing the Nuclear Liability Act and making consequential amendments to other Acts, be adopted.

 

At 10:25 a.m., the Committee adjourned to the call of the Chair.
