The Standing Committee on Procedure and House Affairs met in camera at 11:01 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid and Blake Richards.

 

Acting Members present: Pierre-Luc Dusseault for Craig Scott.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

That, pursuant to the letter received from the Speaker of the House of Commons dated Monday, December 8, 2014, the Committee agree to propose a change to the Standing Orders to that effect and that an official draft be prepared.

That, at its meeting of Tuesday, February 3, 2015, the Committee resume its study of the question of privilege regarding the free movement of Members within the Parliamentary Precinct; and that, if needed, additional meetings be scheduled on this study.

That, during the month of February 2015, additional meetings be devoted to the study of the draft report on motion M-428, electronic petitions.

That, pursuant to Standing Orders 110 and 111, the Committee invite Philippe Dufresne, appointed to be Law Clerk and Parliamentary Counsel of the House of Commons, to appear before the Committee on Tuesday, February 17, 2015, at 11:00 a.m.

That the Committee undertake a review of the Conflict of Interest Code for Members of the House of Commons and that the Conflict of Interest and Ethics Commissioner be invited to appear at the meeting scheduled for Thursday, February 19, 2015.

 
Pursuant to the Order of Reference of Thursday, September 25, 2014, the Committee resumed consideration of the question of privilege relating to the free movement of Members within the Parliamentary Precinct.
 

The Committee resumed consideration of a draft report.

 

At 11:23 a.m., the Committee adjourned to the call of the Chair.
