The Standing Committee on Procedure and House Affairs met in a televised session at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Garry Breitkreuz for Blake Richards, Dave MacKenzie for Brad Butt and Scott Simms for Kevin Lamoureux.

 

Associate Members present: Hon. Laurie Hawn.

 

Other Members present: Jean-François Fortin.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: As an individual: Jean-Pierre Kingsley, Former Chief Electoral Officer. Elections BC: Keith Archer, Chief Electoral Officer. Legislative Assembly of the Northwest Territories: David Brock, Chief Electoral Officer, Elections NWT.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David Christopherson moved, — That, in relation to the study of Bill C-23, those who are not members of a recognized party designate a participant for the questioning of witnesses; that the routine motion with regard to the questioning of witnesses be modified, for this study only, in the third round in order to allow the designated member the possibility to ask questions; and that the motion read as follows in the third round: “for the third round, four (4) minutes be allocated in the following order: Conservative, New Democratic Party, Conservative, Member who is not a member of a recognized part”.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Craig Scott — 4; NAYS: Tom Lukiwski, Dave MacKenzie, Ted Opitz, Scott Reid, Blake Richards — 5.

 

David Christopherson moved, — That a proposed budget in the amount of $ 38,700, for the study of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts, be adopted.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: David Christopherson, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Scott Reid, Blake Richards, Craig Scott — 8; NAYS: Kevin Lamoureux — 1.

 
Pursuant to the Order of Reference of Monday, February 10, 2014, the Committee resumed consideration of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.
 

Jean-Pierre Kingsley made a statement and answered questions.

 

At 11:58 a.m., the sitting was suspended.

At 12:01 p.m., the sitting resumed.

 

David Brock and Keith Archer made statements and answered questions.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
