The Standing Committee on National Defence met in camera at 3:35 p.m. this day, in Room 8-53, 131 Queen Street, the Chair, the Hon. Peter Kent, presiding.

 

Members of the Committee present: James Bezan, Cheryl Gallant, Jack Harris, Hon. Peter Kent, Élaine Michaud, Joyce Murray, Rick Norlock and John Williamson.

 

Acting Members present: Tarik Brahmi for Glenn Thibeault and David Tilson for Corneliu Chisu.

 

In attendance: Library of Parliament: Martin Auger, Analyst; Katherine Simonds, Analyst.

 

Witnesses: As an individual: Ugurhan G. Berkok, Professor, Department of Management and Economics, Royal Military College of Canada. Conference of Defence Associations Institute: David Perry, Senior Analyst, Security and Defence.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Orders 108(1)(a) and 108(2), the Standing Committee on National Defence, meet jointly on January 29, 2015, in a televised meeting, with the Standing Committee on Foreign Affairs and International Development to hear the Minister of National Defence and Minister of Foreign Affairs in relation to Canada's engagement in Iraq;

That, during the joint meeting of the Standing Committee on National Defence and the Standing Committee on Foreign Affairs and International Development, the ministers be each given ten (10) minutes to make an opening statement;

That, the Minister of National Defense and Minister of Foreign Affairs appear in the order aforementioned;

That, during the questioning of witnesses, there shall be allocated seven (7) minutes for the first round of questioning and thereafter five (5) minutes shall be allocated to each questioner in the second round and subsequent rounds of questioning;

That the order of questions for the first round of questioning shall be as follows: Conservative, NDP, Conservative, Liberal;

That questioning during the second round shall alternate between the Government members and Opposition members in the following fashion: Conservative, NDP, Conservative, NDP, Conservative, NDP, Conservative, based on the principle that each committee member should have a full opportunity to question the witnesses; and

That, if time permits, questioning during the third round shall alternate between the Government members and Opposition members in the following fashion: NDP, Conservative, Liberal; and that, if time permits, further rounds shall repeat the pattern of the first two at the discretion of the chair.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the defence of North America.
 

At 3:38 p.m., the sitting was suspended.

At 3:39 p.m., the sitting resumed in public.

 

The witnesses made statements and answered questions.

 

At 4:32 p.m., the Committee adjourned to the call of the Chair.
