The Standing Committee on Official Languages met at 3:32 p.m. this day, in Room 228, La Promenade Building, the Chair, the Hon. Michael D. Chong, presiding.

 

Members of the Committee present: Joyce Bateman, Tyrone Benskin, Corneliu Chisu, Hon. Michael D. Chong, Joe Daniel, Pierre Dionne Labelle, Yvon Godin, Jacques Gourde, Jamie Nicholls, Lise St-Denis and John Williamson.

 

Acting Members present: Rob Anders for Royal Galipeau.

 

Other Members present: Annick Papillon.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jacques Gourde moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

 

Yvon Godin moved, — That the Committee invite the Minister of Fisheries and Oceans to appear prior to Wednesday, December 11, 2013, to provide the Committee with an update about the government’s intentions regarding the Maritime Search and Rescue Centre in Quebec City.

Debate arose thereon.

 

Pierre Dionne Labelle moved, — That the motion be amended by replacing the words “prior to Wednesday, December 11, 2013,” with the words: “in February 2014,”.

 

After debate, the question was put on the amendment of Pierre Dionne Labelle and it was negatived on the following recorded division: YEAS: Tyrone Benskin, Pierre Dionne Labelle, Yvon Godin, Jamie Nicholls, Lise St-Denis — 5; NAYS: Rob Anders, Joyce Bateman, Corneliu Chisu, Joe Daniel, Jacques Gourde, John Williamson — 6.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Tyrone Benskin, Pierre Dionne Labelle, Yvon Godin, Jamie Nicholls, Lise St-Denis — 5; NAYS: Rob Anders, Joyce Bateman, Corneliu Chisu, Joe Daniel, Jacques Gourde, John Williamson — 6.

 

On motion of Yvon Godin, it was agreed, — That the Committee invite the President and Chief Executive Officer of CBC/Radio-Canada, Hubert T. Lacroix, to appear before the Committee prior to end of February 2014 for a two-hour televised meeting to discuss CBC/Radio-Canada’s programming following recent budget cuts.

 

Yvon Godin moved, — That the Committee invite the Minister of Justice to appear before the Committee prior to end of February 2014 to report on his department’s strategy for implementing the recommendations of the Commissioner of Official Languages further to his study on access to justice in both official languages.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Tyrone Benskin, Pierre Dionne Labelle, Yvon Godin, Jamie Nicholls, Lise St-Denis — 5; NAYS: Rob Anders, Joyce Bateman, Corneliu Chisu, Joe Daniel, Jacques Gourde, John Williamson — 6.

 

At 4:30 p.m., the sitting was suspended.

At 4:30 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Monday, November 18, 2013, the Committee resumed its study of second official language immersion programs in Canada.
 

At 4:50 p.m., the Committee adjourned to the call of the Chair.
