The Standing Committee on Justice and Human Rights met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Mike Wallace, presiding.

Members of the Committee present: Françoise Boivin, Bob Dechert, Robert Goguen, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

Acting Members present: Hon. Carolyn Bennett for Sean Casey, Guy Lauzon for Patrick Brown, Francis Scarpaleggia for Sean Casey, Mark Strahl for Kyle Seeback and Philip Toone for Pierre Jacob.

In attendance: Library of Parliament: Lyne Casavant, Analyst ; Christine Morris, Analyst.

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of Justice and Attorney General of Canada.

Witnesses: Department of Justice: Carole Morency, Director General and Senior General Counsel, Criminal Law Policy Section; Pamela Arnott, Director and Senior Counsel, Policy Centre for Victim Issues. Department of Public Safety and Emergency Preparedness: Daryl Churney, Director, Corrections Policy; Kathy Thompson, Assistant Deputy Minister, Community Safety and Countering Crime Branch. Parole Board of Canada: Richard Clair, Executive Director General. Correctional Service of Canada: Don Head, Commissioner.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed supplementary budget in the amount of $ 5,100, for the study of Bill C-36, An Act to amend the Criminal Code in response to the Supreme Court of Canada decision in Attorney General of Canada v. Bedford and to make consequential amendments to other Acts, be adopted.

Pursuant to the Order of Reference of Friday, June 20, 2014, the Committee commenced consideration of Bill C-32, An Act to enact the Canadian Victims Bill of Rights and to amend certain Acts.

The Minister made a statement and answered questions.

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

The witnesses made statements and answered questions.

At 5:26 p.m., the Committee adjourned to the call of the Chair.
