The Standing Committee on Industry, Science and Technology met at 3:34 p.m. this day, in Room 362, East Block, the Chair, David Sweet, presiding.

 

Members of the Committee present: Chris Charlton, Cheryl Gallant, Ed Holder, Hon. Mike Lake, Phil McColeman, Anne Minh-Thu Quach, Hon. Judy Sgro, Kennedy Stewart, David Sweet, Glenn Thibeault and Mark Warawa.

 

Acting Members present: Denis Blanchette for Anne Minh-Thu Quach, Dave MacKenzie for Brian Jean and Rick Norlock for Brian Jean.

 

Other Members present: Elizabeth May.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2013-14: Votes 5b and 10b under ATLANTIC CANADA OPPORTUNITIES AGENCY, Votes 1b and 5b under ECONOMIC DEVELOPMENT AGENCY OF CANADA FOR THE REGIONS OF QUEBEC, Votes 1b, 5b, 10b, 55b, 60b, 65b, 70b, 75b, 80b, 90b, 95b and 105b under INDUSTRY and Vote 5b under WESTERN ECONOMIC DIVERSIFICATION, referred to the Committee on Thursday, November 7, 2013.
 

By unanimous consent, the Chair called Votes 1b, 5b, 10b, 55b, 60b, 65b, 70b, 75b, 80b, 90b, 95b and 105b under INDUSTRY.

Pursuant to the Order of Reference of Monday, October 28, 2013 and the motion adopted on Monday, October 28, 2013, the Committee resumed consideration of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts.
 

The Committee resumed its clause-by-clause study of the Bill.

 

Paul Halucha and Michael Ryan answered questions.

 

By unanimous consent, Clauses 45 to 55 inclusive carried severally.

 

On Clause 56,

Mike Lake moved, — That Bill C-8, in Clause 56, be amended by replacing line 30 on page 48 with the following:

“(k) subsection”

 

After debate, the question was put on the amendment of Mike Lake and it was agreed to.

 

Clause 56, as amended, carried.

 

By unanimous consent, Clauses 57 and 58 carried severally.

 

On Clause 59,

Pursuant to the order adopted by the Committee on Monday, October 28, 2013, the following amendment, submitted by Elizabeth May for the consideration of the Committee, was deemed moved:

That Bill C-8, in Clause 59, be amended by deleting lines 8 to 12 on page 49.

After debate, the question was put on the amendment and it was negatived.

 

Clause 59 carried.

 

By unanimous consent, Clauses 60 to 62 inclusive carried severally.

 

On Clause 63,

Mike Lake moved, — That Bill C-8, in Clause 63, be amended by replacing line 16 on page 50 with the following:

“sections 19, 22, 25 and 26, subsection 37(2)”

 

After debate, the question was put on the amendment of Mike Lake and it was agreed to.

 

Clause 63, as amended, carried.

 

Clause 1, Short Title, carried.

 

The Title carried.

 

The Bill, as amended, carried on division.
