The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:46 a.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Isabelle Lafontaine-Émond, Analyst.

 

Witnesses: Mi'kmaq Employment Training Secretariat: Valerie Bowers, Executive Director; Karen Pictou, Partnership Liaison Officer. Canadian Chamber of Commerce: Susanna Cluff-Clyburne, Director, Parliamentary Affairs. Mining Association of Canada: Pierre Gratton, President and Chief Executive Officer. Mining Industry Human Resources Council: Ryan Montpellier, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of opportunities for aboriginal persons in the workforce.
 

Scott Armstrong gave notice of the following motion:

That the Committee begin a new study; that this study be entitled “Better Jobs for Canadians: A Study on the Renewal of the Labour Market Development Agreements (LMDA)”; that the study focus on hearing from stakeholders on ways to improve the LMDAs, including through increased engagement with employers and workers, on increased employer investment in training and better employment outcomes from training; that the Committee begins this new study with an appearance from the Minister of Employment and Social Development and, following that, a briefing from department officials; that at least eight meetings be scheduled for this study before the summer adjournment, provided that business referred to the Committee by the House such as Government legislation, Private Members' legislation or Estimates will take precedence in scheduling over this study; and that the Committee finalizes its report to be presented to the House before the summer adjournment of 2014.

 

Jinny Jogindera Sims gave notice of the following motion:

That the Committee invite the Parliamentary Budget Office to appear before the Committee to discuss his findings pertaining to skills shortages in Canada, and that the meeting happen no later than Thursday, April 10, 2014.

 

Jinny Jogindera Sims gave notice of the following motion:

That, as soon as possible, the Committee commit to a study of either the current process for gathering Labour Market Information, or, the employment of Temporary Foreign Workers in areas of low-skill.

 

Pierre Gratton, Ryan Montpellier, Susanna Cluff-Clyburne, Valerie Bowers and Karen Pictou each made statements and answered questions.

 

At 10:16 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite the Minister of Employment and Social Development and the Minister of Labour to appear before the Committee, no later than Thursday, May 29, 2014, to discuss the Main Estimates 2014-15.

 

At 10:38 a.m., the Committee adjourned to the call of the Chair.
