The Standing Committee on Health met at 8:47 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Ben Lobb, presiding.

 

Members of the Committee present: Eve Adams, Libby Davies, Hon. Hedy Fry, Ben Lobb, James Lunney, Dany Morin, David Wilks and Terence Young.

 

Acting Members present: Hon. Carolyn Bennett for Hon. Hedy Fry, Ted Falk for Wladyslaw Lizon, John Rafferty for Claude Gravelle and Mike Wallace for Wladyslaw Lizon.

 

In attendance: Library of Parliament: Karin Phillips, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Sgt Dustin Rusk, Public Engagement Officer, Federal Policing Public Engagement Program ; Darcy Smith, General Manager, National Forensic Services; Insp Jamie Taplin, Officer in Charge, Policy and Compliance, National Criminal Operations, Contract and Aboriginal Policing . As individuals: Mark Asbridge, Associate Professor, Dalhousie University; Evan Wood, Director, B.C. Centre for Excellence in HIV/AIDS, Urban Health Research Initiative; Didier Jutras-Aswad, Assistant Clinical Professor, Psychiatric Department, Université de Montréal.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of marijuana's health risks and harms.
 

Inspector Taplin made a statement and, with Sergeant Rusk and Darcy Smith, answered questions.

 

At 9:27 a.m., the sitting was suspended.

At 9:30 a.m., the sitting resumed.

 

Mark Asbridge, by videoconference from Toronto, Ontario, Evan Wood, by videoconference from Vancouver, British Columbia, and Didier Jutras-Aswad made statements and answered questions.

 

At 10:30 a.m., the sitting was suspended.

At 10:33 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee hear evidence concerning Bill C-442, An Act respecting a National Lyme Disease Strategy, on Thursday, May 29, and Tuesday, June 3, 2014, and that the Committee proceed to consider the Bill clause by clause before the end of the latter meeting.

 

It was agreed, — That a proposed budget in the amount of $7,700 for the study of marijuana's health risks and harms be adopted.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
