The Standing Committee on Fisheries and Oceans met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Robert Chisholm, Patricia Davidson, Randy Kamp, François Lapointe, Hon. Lawrence MacAulay, Robert Sopuck, John Weston and Rodney Weston.

 

Acting Members present: Rob Clarke for Ryan Leef and Jonathan Genest-Jourdain for Ryan Cleary.

 

In attendance: Library of Parliament: Thai Nguyen, Analyst.

 

Witnesses: Canadian Sealers Association: Frank Pinhorn, Executive Director. Department of Fisheries and Oceans: Trevor Swerdfager, Assistant Deputy Minister, Ecosystems and Fisheries Management - Operations; Jean-François Sylvestre, Chief, Conservation and Protection; Yves Richard, Chief, Regulations, Quebec; Randy Jenkins, Director, National Fisheries Intelligence Service.

 
Pursuant to the Order of Reference of Wednesday, May 28, 2014, the Committee resumed consideration of Bill C-555, An Act respecting the Marine Mammal Regulations (seal fishery observation licence).
 

Frank Pinhorn made a statement and answered questions.

 

At 3:46 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for an extra ten minutes.

 

At 4:00 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 

Questioning of the witness resumed.

 

At 4:45 p.m., the sitting was suspended.

At 4:46 p.m., the sitting resumed.

 

Trevor Swerdfager made a statement and, with Jean-François Sylvestre, Yves Richard and Randy Jenkins, answered questions.

 

On motion of Patricia Davidson, it was agreed, — That the proposed budget in the amount of $4,800, in relation to the study of Bill C-555, An Act respecting the Marine Mammal Regulations (seal fishery observation licence), be adopted.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
