The Standing Committee on Finance met in a televised session at 8:46 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, James Rajotte, presiding.


Members of the Committee present: Mark Adler, Joyce Bateman, Hon. Scott Brison, Hon. Ron Cannan, Nathan Cullen, James Rajotte and Andrew Saxton.


Acting Members present: David Anderson for Dave Van Kesteren, Marjolaine Boutin-Sweet for Raymond Côté, Tarik Brahmi for Pierre Dionne Labelle, Emmanuel Dubourg for Hon. Scott Brison and Murray Rankin for Nathan Cullen.


In attendance: Library of Parliament: Mark Mahabir, Analyst.


Witnesses: As an individual: Martin Rudner, Distinguished Research Professor Emeritus, Carleton University. Egmont Group of Financial Intelligence Units: Kevin Stephenson, Executive Secretary. Foundation for Defense of Democracies: Yaya Fanusie, Director of Analysis, Center on Sanctions and Illicit Finance. RAND Corporation: Patrick Johnston, Political Scientist. Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 24, 2015, the Committee resumed its study of Terrorist Financing in Canada and Abroad.

Martin Rudner, Kevin Stephenson, Yaya Fanusie, Patrick Johnston, by videoconference from Pittsburgh, Pennsylvania and Vivian Krause, by videoconference from North Vancouver, British Columbia, made statements and answered questions.


At 10:02 a.m., Scott Brison took the Chair.


At 10:07 a.m., James Rajotte took the Chair.


At 10:42 a.m., the Committee adjourned to the call of the Chair.
