The Standing Committee on Finance met in a televised session at 3:29 p.m. this day, in Room 253-D, Centre Block, the Chair, James Rajotte, presiding.

Members of the Committee present: Mark Adler, Mike Allen, Hon. Scott Brison, Guy Caron, Nathan Cullen, Gerald Keddy, James Rajotte, Murray Rankin, Andrew Saxton and Dave Van Kesteren.

Acting Members present: Malcolm Allen for Nathan Cullen.

In attendance: Library of Parliament: Mark Mahabir, Analyst ; Michaël Lambert-Racine, Analyst . House of Commons: David Chandonnet, Procedural Clerk.

Witnesses: Canadian Taxpayers Federation: Gregory Thomas, Federal Director. Fraser Institute: Sean Speer, Associate Director, Government Budgets and Fiscal Policy. Macdonald-Laurier Institute: Philip Cross, Senior Fellow. National Association of Federal Retirees: Gary Oberg, President. University of Ottawa: Kevin Page, Jean-Luc Pepin Research Chair. Canadian Council of Chief Executives: Brian Kingston, Senior Associate. Canadian Union of Public Employees: Paul Moist, National President. Conference Board of Canada: Glen Hodgson, Senior Vice-President and Chief Economist. Frontier Centre for Public Policy: Peter Holle, President. Office of the Veterans Ombudsman: Guy Parent, Veterans Ombudsman.

Pursuant to Standing Order 83.1, the Committee commenced its pre-budget consultations 2014.

Gregory Thomas, Sean Speer, Philip Cross, Gary Oberg and Kevin Page made statements and answered questions.

At 5:00 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed.

Brian Kingston, Paul Moist, Glen Hodgson, Peter Holle and Guy Parent made statements and answered questions.

At 6:18 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

At 6:28 p.m., the Committee adjourned to the call of the Chair.
