The Standing Committee on Foreign Affairs and International Development met in camera at 9:32 a.m. this day, in Room 306, The Valour Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, David Anderson, Lois Brown, Paul Dewar, Marc Garneau, Peter Goldring, Hélène Laverdière, Romeo Saganash and Gary Ralph Schellenberger.

 

Acting Members present: Hon. Laurie Hawn for Nina Grewal.

 

In attendance: Library of Parliament: Allison Goody, Analyst; Brian Hermon, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 9:38 a.m., the sitting was suspended.

At 9:40 a.m., the sitting resumed in public.

 

Laurie Hawn moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 2.

 

At 9:46 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed in camera.

 

The Committee resumed consideration of matters related to Committee business

 

It was agreed, — That, in connection with its study of Protection of Children and Youth in Developing Countries, HRH Princess Mabel van Oranje be invited to appear on Tuesday, November 18, 2014.

 

It was agreed, — That the Committee undertake a study on the response of the Canadian government to the horrific violence, religious persecution and dislocation perpetrated in Iraq, Syria and the region by the Islamic State in Iraq and the Levant; that the Committee invite witnesses to appear and testify before the Committee on this subject; and that the Committee report back its findings to Parliament.

 

It was agreed, — That with respect to the study of Canada's Response to the Violence, Religious Persecution and Dislocation Caused by the Islamic State of Iraq and the Levant (ISIL), witness lists be submitted to the Clerk by Wednesday, November 12, 2014; and that departmental officials be invited to appear on Tuesday, November 18, 2014.

 

It was agreed, — That a proposed budget in the amount of $4,115, for the study of the Subcommittee on International Human Rights on the Human Rights Situation in Vietnam, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,720, for the study of the Subcommittee on International Human Rights on Sexual Violence and Persecution of Religious Minorities in the Syrian Conflict, be adopted.

 

It was agreed, — That a proposed budget in the amount of $4,350, for the study of the Subcommittee on International Human Rights on the Rights of Women in Afghanistan, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,550, for the study of the Subcommittee on International Human Rights on the Human Rights Situation in Eritrea, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,750, for the study of the Subcommittee on International Human Rights on the Persecution of Religious Minorities in Iraq by ISIL/Daesh, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,500, for the study of the Subcommittee on International Human Rights on Challenges Faced by North Korean Refugees, be adopted.

 

It was agreed, — That a supplementary proposed budget in the amount of $5,300, for the study of the Subcommittee on International Human Rights on the Human Rights Situation in Honduras, be adopted.

 

It was agreed, — That a proposed budget in the amount of $1,500, for the study of the Subcommittee on International Human Rights on Forced Harvesting and Trafficking of Human Organs, be adopted.

 

It was agreed, — That a proposed budget in the amount of $8,350, for the study of the Subcommittee on International Human Rights on the Aftermath of the Rwandan Crisis, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,250, for the study of the Subcommittee on International Human Rights on the Human Rights Situation in North Korea, be adopted.

 

It was agreed, — That a proposed budget in the amount of $2,650, for the study of the Subcommittee on International Human Rights on Arbitrary Detention and Political Opposition in Venezuela, be adopted.

 

At 10:09 a.m., the Committee adjourned to the call of the Chair.
