The Standing Committee on International Trade met at 8:45 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

 

Members of the Committee present: Hon. Ron Cannan, Don Davies, Russ Hiebert, Ed Holder, Brian Masse, Hon. Rob Merrifield, Erin O'Toole, Massimo Pacetti, Jasbir Sandhu and Devinder Shory.

 

Acting Members present: Guy Caron for Marc-André Morin and Hon. Gordon O'Connor for Hon. Ted Menzies.

 

In attendance: Library of Parliament: Alexandre Gauthier, Analyst; Pascal Tremblay, Analyst.

 

Witnesses: Spirits Canada: Jan Westcott, President and Chief Executive Officer; C.J. Helie, Executive Vice-President. Canada's Research-Based Pharmaceutical Companies (Rx & D): Russell Williams, President; Darren Noseworthy, Representative, Vice-President and General Counsel, Pfizer Canada. Alzheimer Society of Canada: Debbie Benczkowski, Chief Operating Officer. Canadian Organization for Rare Disorders: Durhane Wong-Rieger, President and Chief Executive Officer. Canada Europe Roundtable for Business: Jason Langrish, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 29, 2013, the Committee resumed its study of the Canada-European Union comprehensive economic and trade agreement (CETA).
 

Jan Westcott, Russell Williams and Darren Noseworthy made statements and, with C.J. Helie, answered questions.

 

At 9:38 a.m., the sitting was suspended.

At 9:43 a.m., the sitting resumed.

 

Debbie Benczkowski, Durhane Wong-Rieger and Jason Langrish made statements and answered questions.

 

Don Davies moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study on the Annual Report Pursuant to the Agreement concerning Annual Reports on Human Rights and Free Trade between Canada and the Republic of Colombia for the period August 15, 2011 to December 31, 2012, which was tabled in the House of Commons on June 14, 2013 and invite officials from the Department of Foreign Affairs, Trade and Development and other witnesses to appear and report its findings to the House.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Guy Caron, Don Davies, Brian Masse, Massimo Pacetti, Jasbir Sandhu — 5; NAYS: Ron Cannan, Russ Hiebert, Ed Holder, Gordon O'Connor, Erin O'Toole, Devinder Shory — 6.

 

At 11:43 a.m., the sitting was suspended.

At 11:45 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the order pertaining to travel to Vancouver, adopted by the Committee on Tuesday, December 3, 2013 be discharged and replaced with the following:

That the Committee travel to Vancouver, B.C., in winter 2014, in relation to its studies on the Canada-European Union comprehensive economic and trade agreement (CETA) and the benefits for Canada of the Trans-Pacific Partnership (TPP).

 

At 10:49 a.m., the Committee adjourned to the call of the Chair.
