The Standing Committee on Public Safety and National Security met by videoconference at 11:00 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Sylvain Chicoine, Randall Garrison, Candice Hoeppner, Ryan Leef, Marie-Claude Morin, Brent Rathgeber, Jasbir Sandhu, Francis Scarpaleggia, Kevin Sorenson and Wai Young.

 

Acting Members present: Brian Storseth for Rick Norlock.

 

In attendance: House of Commons: Cynara Corbin, Procedural Clerk. Library of Parliament: Tanya Dupuis, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: Centre for Addiction and Mental Health: Sandy Simpson, Clinical Director, Law and Mental Health Program; Wayne Skinner, Deputy Clinical Director, Addictions Program.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study of drugs and alcohol in prisons.
 

Sandy Simpson and Wayne Skinner, by videoconference from Toronto, Ontario, made statements and answered questions.

 

At 12:28 p.m., the sitting was suspended.

At 12:35 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to its study of drugs and alcohol in prison, the proposed budget in the amount of $39,500, for the period from September 29, 2011 to March 31, 2012, be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

It was agreed, — That, pursuant to the motion adopted Thursday, October 6, 2011, the Committee seek permission to travel to the environs of Kingston, Ontario, on Tuesday, October 25, 2011, in relation to its study of drugs and alcohol in prison.

 

It was agreed, — That in relation to its study of drugs and alcohol in prison, the proposed budget in the amount of $1,787.70, for the Committee’s travel to Kingston, Ontario, and environs on Tuesday, October 25, 2011, be adopted and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

At 12:50 p.m., the Committee adjourned to the call of the Chair.
