The Standing Committee on Procedure and House Affairs met in camera at 1:05 p.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Scott Armstrong, Nathan Cullen, Parm Gill, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Costas Menegakis, Joe Preston, Scott Reid and Craig Scott.

 

Acting Members present: Kevin Lamoureux for Hon. Dominic LeBlanc and Mathieu Ravignat for Nycole Turmel.

 

In attendance: House of Commons: Julie Lalande Prud'homme, Procedural Clerk. Library of Parliament: Michel Bédard, Analyst.

 
Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four (4) members of the Committee to study the Order of Reference of Tuesday, June 18, 2013, regarding the review of the Board of Internal Economy.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 1:08 p.m., the sitting was suspended.

At 1:10 p.m., the sitting resumed in public.

 

The Committee resumed consideration of the motion of Tom Lukiwski, — That the Committee hold meetings in the fall of 2013 pursuant to the House order of Tuesday, June 18, 2013, regarding the transparency and accountability of the House of Commons, and that the Committee show respect for the will of the House by allowing one Member who is not a member of a recognized party to participate in these hearings as a temporary, non-voting member of the Committee.

The debate continued.

 

Craig Scott moved, — That the motion be amended by adding after the words “non-voting member of the Committee” the following: “, and that the Committee further show respect for the will of the House by instructing the Chair of the Committee to write to the Government House Leader to request that he, on the first day of the return of the House, seek unanimous consent from the House to bring back the House order of Tuesday, June 18, 2013, in the exact form adopted on that day”.

 

After debate, the question was put on the amendment of Craig Scott and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The motion, as amended, read as follows:
