The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Scott Armstrong, Nathan Cullen, Parm Gill, Tom Lukiwski, Dave MacKenzie, Costas Menegakis, Joe Preston, Scott Reid, Craig Scott and Nycole Turmel.

 

Acting Members present: Hon. Stéphane Dion for Hon. Dominic LeBlanc and Sadia Groguhé for Alexandrine Latendresse.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 

Witnesses: Ryan Cleary, M.P., St. John's South—Mount Pearl; Jack Harris, M.P., St. John's East; Scott Simms, M.P., Bonavista—Gander—Grand Falls—Windsor.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the report of the Federal Electoral Boundaries Commission for Newfoundland and Labrador 2012, referred to the Committee on Monday, November 26, 2012.
 

The witnesses made statements and answered questions.

 

At 11:32 a.m., the sitting was suspended.

At 11:35 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the meeting scheduled for Thursday, January 31, 2013, be held to hear from Members of Parliament for Newfoundland and Labrador, in regards of the 2012 report of the Federal Electoral Boundaries Commission for Newfoundland and Labrador.

2. That the meeting scheduled for Tuesday, February 5, 2013, be held to consider the objections received in regards of the 2012 report of the Federal Electoral Boundaries Commission for Newfoundland and Labrador.

3. That the meetings scheduled for Thursday, February 7, Tuesday, February 12 and, if needed, Thursday, February 14, 2013, be held to hear from Members of Parliament for Alberta, in regards of the 2012 report of the Federal Electoral Boundaries Commission for Alberta.

4. That a meeting be scheduled for the consideration of the objections received, in regards to the 2012 report of the Federal Electoral Boundaries Commission for Alberta, once the witnesses have appeared before the Committee.

5. That a meeting be scheduled to resume consideration of the draft report for the study of access to information requests and parliamentary privilege.

 

It was agreed, — That, in relation to the study of the report of the Federal Electoral Boundaries Commission for Newfoundland and Labrador 2012, the proposed budget in the amount of $4,500 be adopted.

 

It was agreed, — That, in relation to the study of the report of the Federal Electoral Boundaries Commission for Alberta 2012, the proposed budget in the amount of $4,500 be adopted.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the report of the Federal Electoral Boundaries Commission for Nova Scotia 2012, referred to the Committee on Wednesday, November 28, 2012.
 

The Committee commenced consideration of a draft report.

 

ORDERED, — That the draft report for the province of Nova Scotia be adopted, and that the Chair present the report to the House.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the report of the Federal Electoral Boundaries Commission for Manitoba 2012, referred to the Committee on Monday, December 3, 2012.
 

The Committee commenced consideration of a draft report.

 

ORDERED, — That the draft report for the province of Manitoba be adopted, and that the Chair present the report to the House.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the report of the Federal Electoral Boundaries Commission for Prince Edward Island 2012, referred to the Committee on Monday, December 10, 2012.
 

The Committee commenced consideration of a draft report.

 

ORDERED, — That the draft report for the province of Prince Edward Island be adopted, and that the Chair present the report to the House.

 

At 12:05 p.m., the Committee adjourned to the call of the Chair.
