The Standing Committee on Government Operations and Estimates met at 8:47 a.m. this day, in Room 228, La Promenade Building, the Chair, Pat Martin, presiding.

Members of the Committee present: Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Jacques Gourde, Jean-François Larose, Pat Martin, Hon. John McCallum, Costas Menegakis, Bernard Trottier and Mike Wallace.

Acting Members present: Kennedy Stewart for Linda Duncan.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Lindsay McGlashan, Analyst.

Witnesses: University of Manitoba: John Loxley, Professor, Department of Economics. Bilfinger Berger Project Investments Inc.: Damian Joy, President and Chief Executive Officer for North America. Partnerships British Columbia: Sarah Clark, President and Chief Executive Officer; Larry Blain, Chair, Board of Directors. John Laing Investments Ltd.: Marcus Akhtar, Project Director, British Columbia, Operations, Abbotsford Regional Hospital and Cancer Centre; Tara Rogers, Bid Director, Business Development.

Pursuant to Standing Order108(3)(c)(iv) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of effectiveness of public-private partnerships in the delivery of government services.

John Loxley, by videoconference from Winnipeg, Manitoba, and Damian Joy, by videoconference from Markham, Ontario, made statements and answered questions.

At 9:49 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

Sarah Clark, from Vancouver, British Columbia, Tara Rogers and Marcus Akhtar, by videoconference from Mission, British Columbia, made statements and, with the other witness, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

At 10:35 a.m., Mike Wallace took the Chair.

John McCallum moved, — That the Committee conduct a study on the public pension plan changes of the section of Bill C-45, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, which directly fall within the mandate of the Committee, namely Part 4, Division 23, and report of its findings to the House no later than Monday, November 5, 2012.

Ron Cannan moved, — That the Committee proceed to sit in camera.

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Kelly Block, Peter Braid, Ron Cannan, Jacques Gourde, Costas Menegakis, Bernard Trottier — 6; NAYS: Denis Blanchette, Jean-François Larose, John McCallum, Kennedy Stewart — 4.

At 10:44 a.m., the Committee adjourned to the call of the Chair.
