The Standing Committee on Justice and Human Rights met in a televised session at 8:46 a.m. this day, in Room 253-D, Centre Block, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Joe Comartin, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Dave MacKenzie, Brent Rathgeber, Kyle Seeback, Kennedy Stewart and Stephen Woodworth.

 

Acting Members present: Charmaine Borg for Pierre Jacob and David Wilks for Brian Jean.

 

Associate Members present: Devinder Shory.

 

Other Members present: Jasbir Sandhu.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Julia Nicol, Analyst.

 

Appearing: Hon. Rob Nicholson, Minister of Justice; Hon. Vic Toews, Minister of Public Safety.

 

Witnesses: Department of Justice: Catherine Kane, Director General and Senior General Counsel, Criminal Law Policy Section. Department of Public Safety and Emergency Preparedness: Mary Campbell, Director General, Corrections Directorate.

 
Pursuant to the Order of Reference of Wednesday, September 28, 2011, the Committee resumed consideration of Bill C-10, An Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts.
 

The Ministers made statements and answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:58 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee hear witnesses on Bill C-10 on October 18, 20, 25, 27 and November 1 and 3, 2011.

 

It was agreed, — That the Committee commence its clause by clause study of Bill C-10 on Tuesday, November 15, 2011.

 

At 10:12 a.m., the Committee adjourned to the call of the Chair.
