Meeting No. 61

Tuesday, October 30, 2012

The Standing Committee on Health met at 10:59 a.m. this day, in Room 306, La Promenade Building, the Chair, Joy Smith, presiding.

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Matthew Kellway, Ben Lobb, Dany Morin, Djaouida Sellah, Joy Smith and Mark Strahl.

Acting Members present: Hon. Mark Eyking for Hon. Hedy Fry, Jim Hillyer for Patrick Brown, Ted Hsu for Hon. Hedy Fry and Wai Young for Wladyslaw Lizon.

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst ; Sonya Norris, Analyst.

Witnesses: University of Western Ontario: Ravi Menon, Professor and Canada Research Chair, Robarts Research Institute. As an individual: Donald Weaver, Professor, Department of Medicine and Department of Chemistry, Dalhousie University. Canadian Light Source: Josef Hormes, Executive Director; Jeffrey Cutler, Director, Industrial Science.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 9, 2012, the Committee resumed its study of technological innovation.

Josef Hormes, Donald Weaver and Ravi Menon, by videoconference from London, Ontario, made statements and, with Jeffrey Cutler, answered questions.

Libby Davies moved, — That the Committee immediately commence a study on the subject matter of sections of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, which directly fall within the mandate of this committee, namely Part 4, Division 13, Clauses 269-298, Hazardous Materials Information Review Act.

It was agreed, — That the debate be now adjourned and be resumed in camera, immediately after the hearing of witnesses.

At 12:43 p.m., the sitting was suspended.

At 12:44 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee invite the Honourable Leona Aglukkaq, P.C., M.P., Minister of Health, to appear before the Committee on the Supplementary Estimates (B) on Tuesday, November 20, 2012, from 11:00 a.m. to 12:00 p.m., in anticipation of the tabling of these estimates in the House of Commons during the week of November 5, 2012.

It was agreed, — That the Committee invite the appropriate officials from Health Canada to come before the Committee regarding the Supplementary Estimates (B) 2012-2013 on Tuesday, November 20, from 11:00 a.m. to 1:00 p.m..

At 1:00 p.m., the Committee adjourned to the call of the Chair.
