The Standing Committee on Finance met in a televised session at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Shelly Glover, Randy Hoback, Brian Jean, Hoang Mai, Wayne Marston, Cathy McLeod, Peggy Nash, James Rajotte and Dave Van Kesteren.

 

In attendance: Library of Parliament: Daniel Benatuil, Analyst.

 

Witnesses: Department of Finance: Jane Pearse, Director, Financial Institutions Division, Financial Sector Policy Branch; Tamara Miller, Chief, Labour Markets, Employment and Learning. Canada Revenue Agency: Ray Cuthbert, Director, CPP/EI Rulings Division. Department of Human Resources and Skills Development: Mireille Laroche, Director General, Employment Insurance Policy. Treasury Board Secretariat: Kathleen Kelly, Executive Director, Pension Policy and Program; Kim Gowing, Director, Pensions and Benefits Sector; Joan Arnold, Senior Director, Legislation, Authorities and Litigation, Pensions Legislation Development, Pensions and Benefits Sector, Office of the Chief Human Resources Officer; Carl Trottier, Executive Director, Compensation and Labour Relations.

 
Pursuant to the Order of Reference of Tuesday, October 30, 2012, the Committee resumed consideration of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

Ray Cuthbert made a statement and, with Mireille Laroche and Tamara Miller, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.
 

Scott Brison gave notice of the following motions:

That the Committee requests the Parliamentary Budget Officer undertake a cost analysis of Bill C-377.

That the Committee invite officials from the Canada Revenue Agency to appear as witnesses to answer questions regarding the cost of implementing and administering Bill C-377, and that this appearance take place prior to the Committee’s clause-by-clause consideration of this Bill.

 
Pursuant to the Order of Reference of Tuesday, October 30, 2012, the Committee resumed consideration of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

Kathleen Kelly made a statement and, with Kim Gowing, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Shelly Glover moved, — That for the purpose of the clause-by-clause study of Bill C-45, the effect of the motion on October 1, 2012 regarding substantive motions be suspended.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.
