The Standing Committee on the Status of Women met in a televised session at 11:01 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Lysane Blanchette-Lamothe, presiding.

 

Members of the Committee present: Stella Ambler, Niki Ashton, Joyce Bateman, Lysane Blanchette-Lamothe, Joan Crockatt, Anne-Marie Day, Roxanne James, Tilly O'Neill Gordon, Hon. Judy Sgro, Susan Truppe and Wai Young.

 

Acting Members present: Hon. Carolyn Bennett for Hon. Judy Sgro, Jean Crowder for Sana Hassainia and Deepak Obhrai for Roxanne James.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Martha Butler, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 

Witnesses: Iroquois Caucus: William K. Montour, Member; R. Donald Maracle, Member; Joel Abram, Member. Nishnawbe Aski Nation: Alvin Fiddler, Deputy Grand Chief; Jackie Fletcher, Women's Council Representative. Quebec Native Women Inc.: Viviane Michel, President; Joanne Ottereyes, Legal and Policy Analyst. As an individual: Ellen Gabriel.

 
Pursuant to the Order of Reference of Wednesday, April 17, 2013, the Committee resumed consideration of Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves.
 

William K. Montour, R. Donald Maracle, Alvin Fiddler and Jackie Fletcher made statements and, with Joel Abram, answered questions.

 

Carolyn Bennett moved, — That the Committee recommend to the House that Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves, be referred to the Standing Committee on Aboriginal Affairs and Northern Development, and that the said committee report its findings to the House.

Debate arose thereon.

 

Susan Truppe moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Stella Ambler, Joyce Bateman, Joan Crockatt, Roxanne James, Tilly O'Neill Gordon, Susan Truppe, Wai Young — 7; NAYS: Niki Ashton, Carolyn Bennett, Jean Crowder, Anne-Marie Day — 4.

 

At 11:56 a.m., the sitting was suspended.

At 11:59 a.m., the sitting resumed in camera.

 

It was agreed, — That the proposed operational budget in the amount of $27,400 for the study of Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial intereste or rights in or to structures and lands situated on those reserves, be adopted.

 

At 12:10 p.m., the sitting was suspended.

At 12:14 p.m., the sitting resumed in a televised session.

 

Viviane Michel and Ellen Gabriel made statements and, with Joanne Ottereyes, answered questions.

 

At 1:06 p.m., the Committee adjourned to the call of the Chair.
