The Standing Committee on Foreign Affairs and International Development met in camera at 11:03 a.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Paul Dewar, Nina Grewal, Hélène Laverdière, Ève Péclet, Romeo Saganash, Gary Ralph Schellenberger, Dave Van Kesteren and John Williamson.

 

Acting Members present: Hon. Mark Eyking for Hon. Bob Rae and Joy Smith for Bob Dechert.

 

Associate Members present: Wayne Marston.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst; Erin Shaw, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee hold two meetings on the subject matter of Clauses 174 to 199 of Bill C-60, An Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.

 

It was agreed, — That the Committee undertake a study to examine corporate practices by companies supplying and manufacturing products in developing countries for Canadian consumers, in response to last month's tragedy in Bangladesh and the clearly demonstrated desire of Canadians to improve working conditions overseas.

 

It was agreed, — That, pursuant to Standing Order 108(2), the Committee, as part of the government’s continued commitment to oppose North Korea’s signals of aggression including nuclear weapons capability; undertake a study to examine Canada’s foreign policy as it relates to North Korea and examine the role which Canada has played to continue to put pressure on the North Korean regime.

 
Pursuant to Standing Order 108(2), the Committee undertook a study of the report on the Human Rights Situation in Burma adopted on Tuesday, November 20, 2012, by the Subcommittee on International Human Rights.
 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Conflicting Realities: Reform, Repression and Human Rights in Burma".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 
Pursuant to Standing Order 108(2), the Committee undertook a study of the report on the Persecution of the Copt Community in Egypt adopted on Thursday, April 25, 2013, by the Subcommittee on International Human Rights.
 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: "Securing the Human Rights of Coptic Christians in Egypt after the Arab Spring: A View from Canada's Parliament".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House after the break week.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $18,100, for the study of the Subcommittee on International Human Rights on the Human Rights Situation in Honduras, be adopted.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee proceeded to the election of the Vice-Chair.
 

It was agreed, — That the Hon. Bob Rae be elected Second Vice-Chair of the Committee in absentia.

 

At 12:04 p.m., the Committee adjourned to the call of the Chair.
