It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your Subcommittee met on Wednesday, April 4, 2012, and Tuesday, April 24, 2012 to consider the business of the Committee and agreed to make the following recommendations:
1. That Minister Kenney appear before the Committee on Thursday, April 26, 2012, from 3:30 p.m. to 5:30 p.m. regarding Bill C-31, Protecting Canada’s Immigration System Act;
2. That the Committee adopt the following schedule for its meetings between Monday, April 30, 2012, and Thursday, May 10, 2012, inclusively, in order to study Bill C-31:
o Mondays, Tuesdays and Thursdays: 8:45 a.m. to noon and 3:30 p.m. to 6:30 p.m.;
o Wednesdays: noon to 2:00 p.m. and 3:30 p.m. to 7:30 p.m.;
3. That the Committee hear witnesses from Thursday, April 26, 2012, to Tuesday, May 8, 2012, inclusively;
4. That the meetings to hear witnesses be divided into one-hour panels, and that each panel include at most two organizations or individuals, with a maximum of two representatives per organization;
5. That Committee members submit their prioritized witness lists, with the witnesses’ complete contact information, to the Clerk no later than Tuesday, April 17, 2012, before the close of business (4:30 p.m.), that these lists be modified only if agreed unanimously by the subcommittee members and that these lists include extra witness names that will be used as alternate witnesses in the event that primary witnesses are unable to testify;
6. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: 40 witnesses for the Government (Conservative Party), 24 witnesses for the Official Opposition (New Democratic Party) and 8 witnesses for the other opposition party (Liberal Party);
7. That each group or individual be given 10 minutes to make an opening statement;
8. That witnesses invited to appear be given the choice to appear in person or by videoconference (provided that House of Commons Multimedia Services Technicians are available);
9. That the Committee begin the clause-by-clause consideration of the Bill on Wednesday, May 9, and, if the clause-by-clause consideration has not been completed by 11:59 p.m. on Thursday, May 10, 2012, that the Chair interrupt debate and put the question on all remaining clauses and amendments, as well as all other questions necessary to dispose of this stage of the Bill;
10. That amendments to the Bill be submitted to the Clerk in both official languages twenty-four (24) hours before beginning clause-by-clause consideration, that is, before noon on Tuesday, May 8, 2012, and that these amendments be distributed to members in both official languages before the end of the day on Tuesday, May 8, 2012;
11. That the Committee’s meetings on Bill C-31 be televised, if possible.
