The Standing Committee on Veterans Affairs met at 4:29 p.m. this day, in Room 112-N, Centre Block, the Chair, Greg Kerr, presiding.

 

Members of the Committee present: Eve Adams, Sean Casey, Réjean Genest, Richard M. Harris, Greg Kerr, Ben Lobb, Irene Mathyssen, Annick Papillon and Brian Storseth.

 

Acting Members present: Dean Allison for Wladyslaw Lizon, Jean Rousseau for Peter Stoffer and Mark Strahl for Rob Anders.

 

In attendance: Library of Parliament: Jean-Rodrigue Paré, Analyst.

 

Witnesses: Building and Construction Trades Department, AFL-CIO, Canadian Office: Robert Blakely, Director, Canadian Affairs. Commissionaires: Douglas Briscoe, Executive Director, National Office; Paul Guindon, Chief Executive Officer, Commissionaires Ottawa, Chairman, National Business Management Committee; Bill Sutherland, Chair, National Board of Governors. Public Service Commission of Canada: Hélène Laurendeau, Senior Vice-President, Policy Branch; Anne-Marie Robinson, President.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Sean Casey moved, — That, in light of ongoing breaches of privacy, the Standing Committee on Veteran Affairs conduct extensive open and public hearings in order to better understand what safeguards currently exist to protect the privacy of veterans; That the Committee provide recommendations to the government to better protect the privacy of our veterans and ensure access to personal or medical records is properly restricted to prevent their use for political purposes or accessed by political officials to intimidate veterans; That the Committee be tasked with finding what “best practices” exists in other jurisdictions to protect the privacy of veteran and that the Committee report its findings back to the House within two sitting weeks after completion of its study.

 

RULING BY THE CHAIR

The Chair ruled the motion out of order as the Committee had already dealt with the original motion and the proposed motion does not contain sufficient variance to constitute a new question.

 

Whereupon, Sean Casey appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Eve Adams, Dean Allison, Richard M. Harris, Ben Lobb, Brian Storseth, Mark Strahl — 6; NAYS: Sean Casey, Réjean Genest, Irene Mathyssen, Annick Papillon, Jean Rousseau — 5.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 24, 2011, the Committee resumed its review of the delivery of front-line health and wellbeing services for Canadian Veterans.
 

Anne-Marie Robinson, Robert Blakely and Bill Sutherland made statements and, with Paul Guindon, answered questions.

 

At 5:29 p.m., the Committee adjourned to the call of the Chair.
