The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Rodger Cuzner, Claude DeBellefeuille, Michel Guimond, Hon. Marlene Jennings, Guy Lauzon, Tom Lukiwski, Joe Preston, Marcel Proulx and Scott Reid.

 

Acting Members present: Chris Charlton for Yvon Godin, David Christopherson for Yvon Godin, Christiane Gagnon for Claude DeBellefeuille and Massimo Pacetti for Marcel Proulx.

 

In attendance: Library of Parliament: Nicolas Auclair, Analyst; Andre Barnes, Analyst.

 

Witnesses: As an individual: Andrew Heard, Associate Professor, Department of Political Science, Simon Fraser University.

 
Pursuant to Standing Order 108(3)(a) and the motion adopted by the Committee on Thursday, March 11, 2010, the Committee resumed its study of issues related to prorogation.
 

Andrew Heard made a statement and answered questions.

 
At 12:14 p.m., the sitting was suspended.
 

At 12:16 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee sit on June 8, 10 and 15, 2010 to continue its study on issues related to prorogation and that the following people be invited to appear as part of this study:

Peter W. Hogg
Patrick Monahan
Bradley Miller
Henri Brun
Robert Marleau.

 

It was agreed, — That the Committee affirms that any advice previously given by Peter W. Hogg to the Governor General should not be divulged during his appearance before the Committee as part of its study on issues related to prorogation and that the Committee members urge Mr. Hogg to refuse to answer questions that would result in him violating the confidence of the Governor General.

 

It was agreed, — That the Committee sit on Thursday, June 3, 2010 in order to consider a draft report in relation to its study on new technologies and their impact on House and committee proceedings.

 

At 12:26 p.m., the Committee adjourned to the call of the Chair.
