The Standing Committee on Public Accounts met at 3:30 p.m. this day, in Room 268, La Promenade Building, the Chair, the Hon. Joseph Volpe, presiding.


Members of the Committee present: Hon. Navdeep Bains, David Christopherson, Jean-Claude D'Amours, Earl Dreeshen, Meili Faille, Daryl Kramp, Richard Nadeau, Andrew Saxton, Bev Shipley, Hon. Joseph Volpe and Terence Young.


In attendance: Library of Parliament: Sébastien T. Defoy, Analyst; Alex Smith, Analyst.


Witnesses: Office of the Auditor General of Canada: John Wiersema, Deputy Auditor General; Nancy Cheng, Assistant Auditor General. Treasury Board Secretariat: James Ralston, Comptroller General of Canada; Bill Matthews, Assistant Comptroller General, Financial Management and Analysis Sector; Suzie Gignac, Executive Director, Government Accounting Policy and Reporting, Financial Management Sector. Department of Finance: Benoît Robidoux, Assistant Deputy Minister, Economic and Fiscal Policy Branch.

Pursuant to Standing Order 108(3)(g), and the motion adopted by the Committee on Thursday, November 25, 2010, the Committee commenced consideration of the Public Accounts of Canada 2010 referred to the Committee on Thursday, October 28, 2010.

John Wiersema and James Ralston made statements and with Bill Matthews and Benoît Robidoux answered questions.


At 5:13 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Navdeep Bains moved, — That pursuant to Standing Order 108(1)(a), with regard to the report by the Auditor General on the Public Sector Integrity Commissioner of Canada, the Committee ask the Treasury Board of Canada Secretariat and the Privy Council Office to produce all correspondence between their offices and the Office of Public Sector Integrity Commissioner of Canada for the period from April 15, 2007 to April 30, 2009; and that these documents and files be submitted to the Committee in both official languages in time for its meeting of March 22, 2011.


Jean-Claude D'Amours moved, — That the motion be amended by adding after the words “April 30, 2009” the following: “, including the legal advice received by the Treasury Board with respect to the Departure Agreement”.

Debate arose thereon.


At 5:31 p.m., the Committee adjourned to the call of the Chair.
