The Standing Committee on Government Operations and Estimates met in a televised session at 10:58 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, the Hon. John McKay, presiding.

 

Members of the Committee present: Diane Bourgeois, Paul Calandra, Siobhan Coady, Jacques Gourde, Ed Holder, Pat Martin, Hon. John McKay, Hon. Geoff Regan, Robert Vincent and Chris Warkentin.

 

Acting Members present: Ron Cannan for Chris Warkentin and Hon. Michael D. Chong for Blaine Calkins.

 

In attendance: Library of Parliament: Édison Roy-César, Analyst.

 

Witnesses: Library of Parliament: Mostafa Askari, Assistant Parliamentary Budget Officer, Economic and Fiscal Analysis, Office of the Parliamentary Budget Officer; Jason Jacques, Financial Advisor-Analyst, Expenditure and Revenue Analysis, Office of the Parliamentary Budget Officer; Sahir Khan, Assistant Parliamentary Budget Officer, Expenditure and Revenue Analysis, Office of the Parliamentary Budget Officer; Kevin Page, Parliamentary Budget Officer.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Monday, March 15, 2010, the Committee resumed its study of the freeze on departmental budget envelopes and government operations.
 

Kevin Page made a statement and, with the other witnesses, answered questions.

 

Siobhan Coady moved, — That the Committee request the Treasury Board Secretariat to provide it with (1) the details and impacts of all reductions into the forecast 2010/2011 $300 million in budget operating freeze, (2) the plan to achieve the budget operating freeze, (3) the materials requested by the Parliamentary Budget Officer (PBO) in his monitoring of the budget operating freeze; and that the Treasury Board President, with relevant officials, appear before the Committee to address the issues raised in the most recent PBO report on his monitoring of the Budget operating freeze.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 0.

 

At 12:20 p.m., the Committee adjourned to the call of the Chair.
