The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Bob Dechert, Ed Fast, Hon. Marlene Jennings, Derek Lee, Marc Lemay, Serge Ménard, Brian Murphy, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Earl Dreeshen for Rick Norlock.

 

In attendance: Library of Parliament: Robin MacKay, Analyst. House of Commons: Simon Larouche, Committee Clerk.

 

Appearing: Hon. Rob Nicholson, Minister of Justice.

 

Witnesses: Department of Justice: Catherine Kane, Director General and Senior General Counsel, Criminal Law Policy Section; Normand Wong, Counsel, Criminal Law Policy Section; Jean-François Noël, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Monday, October 4, 2010, the Committee commenced consideration of Bill C-22, An Act respecting the mandatory reporting of Internet child pornography by persons who provide an Internet service.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

The Minister made a statement and, with Normand Wong, answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:29 p.m., the sitting resumed.

 

Catherine Kane and Normand Wong answered questions.

 

At 5:13 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee commence clause-by-clause consideration of Bill C-22 following the appearance of the witnesses, on Thursday, October 21, 2010.

 

It was agreed, — That the Committee commence consideration of Bill S-9, An Act to amend the Criminal Code (auto theft and trafficking in property obtained by crime) on Thursday, October 26, 2010, provided that the House has referred the Bill to the Committee by that time.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
