The Standing Committee on Justice and Human Rights met in a televised session at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Alexandra Mendes, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Mike Lake for Bob Dechert.

 

Associate Members present: Shelly Glover and Megan Anissa Leslie.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst; Lyne Casavant, Analyst. Standing Committee on Justice and Human Rights: Simon Larouche, Committee Clerk.

 

Appearing: Hon. Rob Nicholson, P.C., M.P..

 

Witnesses: Department of Justice: Paula Kingston, Youth Justice, Strategic Initiatives and Law Reform; Catherine Latimer, Youth Justice, Strategic Initiatives and Law Reform.

 
Pursuant to the Order of Reference of Monday, May 3, 2010, the Committee commenced consideration of Bill C-4, An Act to amend the Youth Criminal Justice Act and to make consequential and related amendments to other Acts.
 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

The Minister made a statement and, with Paula Kingston, answered questions.

 

At 11:56 a.m., the sitting was suspended.

At 12:30 p.m., the sitting resumed.

 

The witnesses answered questions.

 

At 12:48 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to Bill C-4, senior officials from the Department of Justice be invited to appear.

 

It was agreed, — That, in relation to Bill C-4, the Committee request that Department of Justice officials provide a list of offences in order of severity and the corresponding list of prison terms incurred.

 

It was agreed, — That the Committee consider the Main Estimates 2010-11 on May 27, 2010, for one hour and that the Minister of Justice be invited to appear.

 

At 1:07 p.m., the Committee adjourned to the call of the Chair.
