Questions on the Order Paper

Mr. Lukiwski (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-93 and Q-97 on the Order Paper.

Government Orders

The House resumed consideration of the motion of Mr. Van Loan (Minister of Public Safety), seconded by Mr. O'Connor (Minister of State), — That Bill S-2, An Act to amend the Customs Act, be now read a second time and referred to the Standing Committee on Public Safety and National Security.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, Bill S-2, An Act to amend the Customs Act, was read the second time and referred to the Standing Committee on Public Safety and National Security.


The Order was read for the consideration at report stage of Bill C-4, An Act respecting not-for-profit corporations and certain other corporations, as reported by the Standing Committee on Industry, Science and Technology with amendments.

Mr. Ashfield (Minister of State (Atlantic Canada Opportunities Agency)) for Mrs. Ablonczy (Minister of State (Small Business and Tourism)), seconded by Mr. Lebel (Minister of State (Economic Development Agency of Canada for the Regions of Quebec)), moved, — That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Pursuant to Standing Order 76.1(11), Mr. Ashfield (Minister of State (Atlantic Canada Opportunities Agency)) for Mrs. Ablonczy (Minister of State (Small Business and Tourism)), seconded by Mr. Lebel (Minister of State (Economic Development Agency of Canada for the Regions of Quebec)), moved, — That the Bill be now read a third time and do pass.

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, the notice period for a Take Note Debate be waived in order to allow for a take note debate tonight that would take note that the seal hunt is a humane and legitimate economic pursuit, and that the European Parliament’s recent decision to ban the importation of seal products is misinformed, inflammatory, counterproductive, and should be rejected.

Private Members' Business

At 5:59 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mrs. Mendes (Brossard—La Prairie), seconded by Ms. Dhalla (Brampton—Springdale), — That, in the opinion of the House, the government should provide Service Canada with a mandate to offer full passport services at all of its regional offices throughout Canada; (Private Members' Business M-276)

And of the amendment of Mrs. Beaudin (Saint-Lambert), seconded by Mr. Roy (Haute-Gaspésie—La Mitis—Matane—Matapédia), — That the motion be amended by deleting all the words after the word “all” and substituting the following:
“service centres in Canada and follow through on its commitment made on September 4, 2008, to add new receiving sites for passport applications”;
And of the subamendment of Mr. Martin (Sault Ste. Marie), seconded by Mr. Mulcair (Outremont), — That the amendment be amended by adding after the words “service centres” the following:
“and all international border communities”.
