The Standing Committee on Public Accounts met at 3:31 p.m. this day, in Room 209, West Block, the Chair, Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Bonnie Crombie, Meili Faille, Daryl Kramp, Derek Lee, Hon. Shawn Murphy, Andrew Saxton, Bev Shipley, John Weston and Terence Young.

 

Acting Members present: Ève-Mary Thaï Thi Lac for Pascal-Pierre Paillé.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Alex Smith, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Eighteenth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, November 17, 2009, to consider the business of the Committee and agreed to make the following recommendation:

That pursuant to Standing Order 108(3)(g), and if possible, the Committee undertake studies of:

  • Chapter 2, "Selecting Foreign Workers Under the Immigration Program" of the Fall 2009 Report of the Auditor General of Canada;

  • Chapter 3, "Income Tax Legislation" of the Fall 2009 Report of the Auditor General of Canada.
 

On motion of David Christopherson, it was agreed, — That the report of the Subcommittee be concurred in.

 
At 3:32 p.m., the sitting was suspended.
 

At 3:33 p.m., the Committee resumed sitting in camera.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed consideration of Chapter 3, "Contracting for Professional Services - Public Works and Government Services Canada" of the December 2008 Report of the Auditor General of Canada.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Chapter 3, Contracting for Professional Services - Public Works and Government Services Canada of the December 2008 Report of the Auditor General of Canada".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Clerk of the Committee prepare and issue a press release following the presentation of the report in the House.

 

It was agreed, — That pursuant to Standing Order 108(1) and 108(3)(g), the Committee undertake a study of the power of committees to order the production of documents.

 
Pursuant to Standing Order 108(1) and 108(3)(g) and the motion adopted by the Committee on Wednesday, November 18, 2009, the Committee commenced consideration of the power of committees to order the production of documents.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "The Power of Committees to Order the Production of Documents and Records".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Committee append to its report a supplementary opinion from the Conservative Party provided that it is no more than two pages in length and submitted electronically to the Clerk of the Committee no later than Monday, November 30, 2009.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Clerk of the Committee prepare and issue a press release following the presentation of the report in the House.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Thursday, April 23, 2009, the Committee resumed consideration of Chapter 2, "The Governor in Council Appointment Process" of the 2009 Status Report of the Auditor General of Canada.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That notwithstanding the motion adopted by the Committee on Tuesday, February 3, 2009, paragraphs 10 to 13 of the draft report on Chapter 2, "The Governor in Council Appointment Process" of the 2009 Status Report of the Auditor General of Canada and relevant extracts of the unedited transcript of this meeting be provided to the Auditor General of Canada, the Law Clerk and Parliamentary Counsel and the Clerk of the Privy Council, for their comments to be received by November 30, 2009.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Tuesday, May 26, 2009, the Committee resumed consideration of Chapter 5, "Financial Management and Control - National Defence" of the Spring 2009 Report of the Auditor General of Canada.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Chapter 5, Financial Management and Control - National Defence of the Spring 2009 Report of the Auditor General of Canada".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Clerk of the Committee prepare and issue a press release following the presentation of the report in the House.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
