The Standing Committee on Finance met at 11:01 a.m. this day, in Room 214, Wellington Building, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Kelly Block, Jean-Yves Laforest, Hon. John McCallum, Hon. John McKay, Ted Menzies, Thomas J. Mulcair, Daniel Paillé, James Rajotte and Mike Wallace.

 

Acting Members present: Mike Allen for Daryl Kramp, Martha Hall Findlay for Massimo Pacetti, Ben Lobb for Bob Dechert, Blake Richards for Daryl Kramp and Scott Simms for Massimo Pacetti.

 

Other Members present: Robert Bouchard.

 

In attendance: Library of Parliament: June Dewetering, Chief Analyst; Mark Mahabir, Analyst; John Bulmer, Analyst. House of Commons: Travis Ladouceur, Committee Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jean-Yves Laforest moved, — That the Committee proceeded to the proposed motion of Jean-Yves Laforest.

Debate arose thereon.

 

RULING BY THE CHAIR

The Chair ruled the proposed motion out of order based on the Committee's established practice of dealing with notices of motion in the order in which they are received by the Committee Clerk.

 

Whereupon, Jean-Yves Laforest appealed the decision of the Chair.

Jean-Yves Laforest moved, — That the Standing Committee on Finance complete the clause-by-clause study of Bill C-288, An Act to amend the Income Tax Act (tax credit for new graduates working in designated regions) by Tuesday, December 1, 2009.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Jean-Yves Laforest, John McCallum, John McKay, Thomas J. Mulcair, Daniel Paillé, Scott Simms — 6; NAYS: Mike Allen, Kelly Block, Ben Lobb, Ted Menzies, Mike Wallace — 5.

Pursuant to the Order of Reference of Wednesday, May 27, 2009, the Committee resumed consideration of Bill C-288, An Act to amend the Income Tax Act (tax credit for new graduates working in designated regions).
 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 1,

Jean-Yves Laforest moved, — That Bill C-288, in Clause 1, be amended by replacing line 12 on page 1 with the following:

Incentives Act, but does not include metropolitan areas with a population of more than 200,000.”

Pursuant to Standing Order 83.1, the Committee resumed its pre-budget consultations 2009.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the proposed budget in the amount of $ 3 400, for the study of Tax Treatment and Characterization of Personal Services Businesses, be adopted.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
