The Special Committee on the Canadian Mission in Afghanistan met in a televised session at 11:42 a.m. this day, in Room 237-C, Centre Block, the Chair, Rick Casson, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Claude Bachand, Rick Casson, Hon. Denis Coderre, Paul Dewar, Laurie Hawn, Greg Kerr, Dave MacKenzie, Deepak Obhrai, Hon. Bob Rae and Hon. Bryon Wilfert.

 

Acting Members present: Pascal-Pierre Paillé for Paul Crête.

 

In attendance: Library of Parliament: James Cox, Analyst; Robert Dufresne, Analyst.

 

Witnesses: Privy Council Office: David Mulroney, Deputy Minister, Afghanistan Task Force.

 
Pursuant to the Order of Reference of February 10, 2009, the Committee commenced its study of Canada's mission in Afghanistan.
 

David Mulroney made a statement and answered questions.

 

At 12:44 p.m., the sitting was suspended.

At 12:47 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, March 24, 2009, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Special Committee on Canada’s mission in Afghanistan meet in camera on April 2, 2009 to receive a briefing on how the Committee can obtain access to classified documents and information within the current legal structure and possible amendments to said legal structure to provide the Committee with the required access;

2. That the Special Committee focus on several issues between now and the time the House rises for the summer adjournment including: on-going training for the Afghan National Army and the Afghan National Police; the impact and change within the International Security Assistance Force command structure with the anticipated changes from the Obama Government; and corruption in Afghanistan;

3. That the proposed operational budget in the amount of $98,700 be the budget for the Special Committee on Canada’s mission in Afghanistan for the 2009-10 fiscal year and that it be submitted to the Board of Internal Economy for approval as soon as possible;

4. That the Special Committee on Canada’s mission in Afghanistan travel to Washington, D.C., on April 22-23, 2009; that the Committee members be requested to use their travel points to travel from Canada to Washington where possible; that all members of the Committee participate in the proposed trip; and that the Clerks in consultation with the Chair prepare a travel budget accordingly;

5. That the Special Committee on Canada’s mission in Afghanistan travel to Afghanistan and Pakistan and that the Clerks in consultation with the Chair prepare a travel budget accordingly;

6. That the Special Committee on Canada’s mission in Afghanistan travel to Belgium, the Netherlands and London and that the Clerks in consultation with the Chair prepare a travel budget accordingly.

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

It was agreed, — That the Special Committee on the Canadian Mission in Afghanistan be granted an operational budget of $ 98,700 and that the said budget be presented to the Board of Internal Econony.

 

It was agreed, — That the proposed budget in the amount of $ 30,359, for the Committee’s travel to Washington, D.C., on April 22 to April 23, 2009 be adopted and that the said budget be presented to the Board of Internal Economy.

 

It was agreed, — That the Committee hear from witnesses on the list proposed by the Library of Parliament, with the addition of the name of Michel Drapeau, on Thursday, April 2, 2009.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
