Meeting No. 5

Monday, April 7, 2008

The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:04 p.m. this day, in Room 253-D, Centre Block, the Chair, Scott Reid, presiding.

Members of the Subcommittee present: Hon. Irwin Cotler, Hon. Jason Kenney, Wayne Marston, Scott Reid, Mario Silva, Caroline St-Hilaire and David Sweet.

In attendance: Library of Parliament: Robert Dufresne, Analyst ; Marcus Pistor, Analyst.

Pursuant to the motion adopted by the Standing Committee on Foreign Affairs and International Development, November 13, 2007 and the motion adopted by the Subcommittee, March 6, 2008, the Subcommittee resumed its study on Human Rights in Cuba.

The Subcommittee resumed consideration of a draft report.

It was agreed, — That the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development expresses its grave concern regarding the People's Republic of China's response to recent unrest in Tibet and neighbouring regions of China; that the People's Republic of China be urged to allow immediate access to the entire affected region by accredited international observers, media and relevant UN bodies; that the People's Republic of China be called upon to take immediate steps to improve the human rights situation in Tibet including by respecting the rights of Tibetans to freedom of expression, association, spiritual belief, movement, and peaceful protest; and that the People's Republic of China be encouraged promptly to hold meaningful, good faith negotiations with His Holiness the Dalai Lama or his representatives towards the establishment of an early, peaceful and sustainable settlement of the Tibetan issue.

At 2:04 p.m., the Subcommittee adjourned to the call of the Chair.
