The Standing Committee on Natural Resources met at 9:03 a.m. this day, in Room 371, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Omar Alghabra, Mike Allen, David Anderson, Catherine Bell, Leon Benoit, Ken Boshcoff, Claude DeBellefeuille, Richard Harris, Christian Ouellet, Lloyd St. Amand, Alan Tonks and Bradley R. Trost.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Robert Dufresne, Analyst.

 

Witnesses: Université Laval: Michel Duguay, Professor, Department of Electrical and Computer Engineering. Canadian Coalition for Nuclear Responsibility: Gordon Edwards, President. Department of Natural Resources: Dave McCauley, Acting Director; Jacques Hénault, Analyst. Department of Justice: Brenda MacKenzie, Senior Counsel, Environment Canada.

 
Pursuant to the Order of Reference of Tuesday October 30, 2007, the Committee resumed consideration of Bill C-5, An Act respecting civil liability and compensation for damage in case of a nuclear incident "Nuclear Liability and Compensation Act".
 

The witnesses made statements and answered questions.

 

At 10:04 a.m., the sitting was suspended.

At 10:09 a.m., the sitting resumed.

 

Catherine Bell moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

By unanimous consent, Clause 2 was allowed to stand.

 

Clause 3 carried.

 

After debate, Clause 4 carried on division.

 

Clause 5 carried.

 

After debate, Clause 6 carried.

 

After debate, Clause 7 carried.

 

The Chair called Clause 8.

Debate arose thereon.
