The Standing Committee on Official Languages met at 9:08 a.m. this day, in Room 253-D, Centre Block, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Steven Blaney, Hon. Michael D. Chong, Hon. Denis Coderre, Yvon Godin, Raymond Gravel, Denis Lebel, Pierre Lemieux, Richard Nadeau, Daniel Petit, Pablo Rodriguez and Brent St. Denis.

 

In attendance: Library of Parliament: Élise Hurtubise-Loranger, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Michael D. Chong moved, — That the Standing Committee on Official Languages invite the Government of Canada, the Government of Ontario and various stakeholders to explain why federal money for French-language instruction is being eliminated from certain schools in Ontario.

 

Denis Coderre moved, — That the motion be amended by replacing the words “Government of Canada, the Government of Ontario” with the words “The Minister of Canadian Heritage”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Denis Coderre and it was agreed to.

 

Richard Nadeau moved, — That the motion be amended by replacing all the words after the word “explain” with the following “the functioning of the federal-provincial/territorial financial agreements regarding French language instruction (French as a first language and French as a second language)”.

 

The question was put on the amendment of Richard Nadeau and it was negatived, by a show of hands: YEAS: 2; NAYS: 8.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Standing Committee on Official Languages invite the Minister of Canadian Heritage and various stakeholders to explain why federal money for French-language instruction is being eliminated from certain schools in Ontario.

 

At 10:20 a.m., the sitting was suspended.

At 10:26 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 13, 2008, the Committee resumed its study of the Canada-Community Agreements.
 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: ''The Collaboration Accords Between Canadian Heritage and the Community Organizations - An Evolving Partnership''.

 

It was agreed, — That the Committee append to its report a supplementary opinion from the Conservative Party provided that it is submitted electronically to the Clerk of the Committee no later than 5:00 p.m. on Friday, June 20, 2008.

 

It was agreed, — That the Chair request the authorization of the House to file the report with the Clerk on Monday, June 23, 2008.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

At 10:38 a.m., the Committee adjourned to the call of the Chair.
