The Standing Committee on Foreign Affairs and International Development met by videoconference at 3:30 p.m. this day, in Room 308, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Hon. Raymond Chan, Johanne Deschamps, Paul Dewar, Peter Goldring, Wajid Khan, Denis Lebel, Bernard Patry, Hon. Bob Rae and Kevin Sorenson.

 

Acting Members present: Hon. Diane Bourgeois for Vivian Barbot, Hon. Mark Eyking for Hon. Keith Martin and Brian Masse for Paul Dewar.

 

Associate Members present: Brian Masse.

 

In attendance: Library of Parliament: Natalie Mychajlyszyn, Analyst.

 

Witnesses: University of British Columbia: Michael Byers, Professor, Canada Research Chair in Global Politics and International Law. Canadian Diamond Consultants Inc.: Pierre Leblanc, President. Rideau Institute on International Affairs: Steven Staples, Chair. Sack, Goldblatt and Mitchell: Steven Shrybman, Lawyer. ImStrat Corporation: Tom Last, President. University of Manitoba: James Fergusson, Director, Centre for Defence and Security Studies.

 
Pursuant to Standing Order 108(2), and motion adopted by the Committee on April 8, 2008, the Committee proceeded to a briefing on the proposed sale of RADARSAT-2.
 

Michael Byers, Pierre Leblanc, Steven Staples and Steven Shrybman made statements and answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

 

James Fergusson and Tom Last made statements and answered questions.

 

At 5:23 p.m., the sitting was suspended.

At 5:24 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure which read as follows:

That the Subcommittee on International Human Rights hear testimony from Lt. Com. William Kuebler, concerning the Omar Khadr situation on April 29, 2008;

That the budget of the Subcommittee on International Human Rights in the amount of $39,200.00 for a study on the Omar Khadr situation be agreed to;

That the committee hear testimony from Charles Burton concerning China for one hour on April 17, 2008 or at another more convenient time;

That if the Committee feels the need to hear more witnesses on the RADARSAT-2 issue, they hold a one hour meeting on April 17, 2008.

 

On motion of Johanne Deschamps, it was agreed, — That the report of the Subcommittee be concurred in.

 

Johanne Deschamps moved, — That the Standing Committee on Foreign Affairs and International Development calls on the Minister of Industry Canada to stand by his decision, a decision made under the Investment Canada Act, not to allow the Canadian company MacDonald, Dettwiler and Associates Ltd. (MDA) to sell aerospace assets, including RADARSAT-2, to the U.S. company Alliant Techsystems Inc. (ATK).

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 4; NAYS: 0.

 

At 5:40 p.m., the Committee adjourned to the call of the Chair.
