The Standing Committee on Environment and Sustainable Development met at 3:33 p.m. this day, in Room 269, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. John Godfrey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Francis Scarpaleggia, Maurice Vellacott, Mark Warawa and Jeff Watson.

 

Acting Members present: Brian Jean for Luc Harvey and Wayne Marston for Nathan Cullen.

 

In attendance: Library of Parliament: Tim Williams, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Scott Vaughan, Commissioner of the Environment and Sustainable Development.

 

By unanimous consent, it was agreed, — That the Committee hold a moment of silence for the late Honourable Charles Caccia, former Chair of the Standing Committee on Environment and Sustainable Development and that the Chair write to Ivana Caccia, widow of Charles Caccia, to express the Members’ deepest condolences to her and her family for their loss.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on April 28, 2008, the Committee commenced its study of the Mandate of the Commissioner of Environment and Sustainable Development.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the deadline for submitting amendments for Bill C-474, An Act to require the development and implementation of a National Sustainable Development Strategy, the reporting of progress against a standard set of environmental indicators and the appointment of an independent Commissioner of the Environment and Sustainable Development accountable to Parliament, and to adopt specific goals with respect to sustainable development in Canada, and to make consequential amendments to another Act, be noon on Tuesday, May 13, 2008 with the understanding that new amendments may be submitted during clause by clause which will commence on May 14, 2008.

 

Bernard Bigras moved, — That the Committee recommend that the government ensure that the implementation of regulations resulting from the eventual adoption of Bill C-33, An Act to amend the Canadian Environmental Protection Act, 1999, not result in an increase in the proportion of Canadian corn production currently used to produce ethanol and that it be reported to the House at the earliest opportunity.

Debate arose thereon.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 4.

 

At 5:19 p.m., the Committee adjourned to the call of the Chair.
