Prayers
Recall of the House of Commons

The Speaker informed the House that, pursuant to Standing Order 28(4), he had recalled the House today for the sole purpose of granting the Royal Assent to certain Bills.

Royal Assent

The Speaker informed the House that Her Excellency the Governor General will proceed to the Senate today at 12:00 p.m., for the purpose of giving the Royal Assent to certain Bills.

Messages from the Senate

Messages were received from the Senate as follows:

— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-14, An Act to amend the Citizenship Act (adoption), without amendment.
— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-61, An Act to amend the Geneva Conventions Act, An Act to incorporate the Canadian Red Cross Society and the Trade-marks Act, without amendment.
— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-42, An Act to amend the Quarantine Act, without amendment.
— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-59, An Act to amend the Criminal Code (unauthorized recording of a movie), without amendment.
— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-52, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007, without amendment.
— ORDERED: That a message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-288, An Act to ensure Canada meets its global climate change obligations under the Kyoto Protocol, without amendment.
Royal Assent

A Message was received from Her Excellency the Governor General desiring the immediate attendance of the Commons in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that when the Commons had been in the Senate, Her Excellency the Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

Bill C-42, An Act to amend the Quarantine Act — Chapter No. 27;

The Speaker also reported that he had addressed Her Excellency the Governor General as follows:

“May it please Your Excellency:

The Commons of Canada have voted Supplies required to enable the Government to defray certain expenses of the public service.

In the name of the Commons I present to Your Excellency the following Bill:

To which Bill I humbly request Your Excellency's Assent.”

Whereupon, the Clerk of the Senate, by Command of Her Excellency the Governor General, did say:

“In Her Majesty's name, Her Excellency the Governor General thanks Her Loyal Subjects, accepts their benevolence, and assents to this Bill.”

Adjournment

At 12:23 p.m., the Speaker adjourned the House until Monday, September 17, 2007, at 11:00 a.m., pursuant to Standing Orders 28(2) and 24(1).
