The Standing Committee on Transport, Infrastructure and Communities met at 3:35 p.m. this day, in Room 209, West Block, the Chair, Merv Tweed, presiding.

 

Members of the Committee present: Don H. Bell, Robert Carrier, Ed Fast, Hon. Charles Hubbard, Brian Jean, Peter Julian, Mario Laframboise, David J. McGuinty, Hon. Andy Scott, Brian Storseth, Merv Tweed and Jeff Watson.

 

In attendance: House of Commons: Mike MacPherson, Legislative Clerk. Library of Parliament: Allison Padova, Analyst.

 

Witnesses: Department of Transport: Helena Borges, Director General, Surface Transportation Policy; Brigita Gravitis-Beck, Director General, Air Policy; John Dobson, Senior Policy Coordinator, Grain Monitoring, Surface Transportation Policy; Roger Constantin, Policy Advisor, International Air Policy; Alain Langlois, Legal Counsel, Legal Services.

 
Pursuant to the Order of Reference of Thursday, September 21, 2006, the Committee resumed consideration of Bill C-11, An Act to amend the Canada Transportation Act and the Railway Safety Act and to make consequential amendments to other Acts.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

On Clause 2,

 
Peter Julian moved, — That Bill C-11, in Clause 2, be amended by replacing lines 19 and 20 on page 1 with the following:

5. It is declared that a competitive, economic, efficient and adequate national transportation system that is safe”

Debate arose thereon.

 

On motion of Mario Laframboise, it was agreed, — That the amendment be amended by deleting all the words after the word “economic” and substituting the following:

“and efficient national transportation system that meets the highest practicable safety and security standards and contributes to a sustainable environment and makes”

 

The question was put on the amendment of Peter Julian, as amended, and it was agreed to.

 
On motion of Brian Jean, it was agreed, — That Bill C-11, in Clause 2, be amended by replacing, in the English version, line 22 on page 1 with the following:

“the best use of all modes of transportation at the lowest”

 
Peter Julian moved, — That Bill C-11, in Clause 2, be amended by replacing line 24 on page 1 with the following:

“users, including persons with disabilities, advance the well-being of Canadians and”

Debate arose thereon.

 

The question was put on the amendment of Peter Julian and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 
Peter Julian moved, — That Bill C-11, in Clause 2, be amended by replacing line 6 on page 2 with the following:

“transportation, are, when possible, the prime agents in”

Debate arose thereon.

 

The question was put on the amendment of Peter Julian and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 
David J. McGuinty moved, — That Bill C-11, in Clause 2, be amended by replacing lines 10 to 14 on page 2 with the following:

“tion are directed to achieve economic, environmental or social outcomes that cannot be achieved satisfactorily by competition and market forces and do not unduly favour, or reduce the”

Debate arose thereon.

 

Don H. Bell moved, — That the amendment be amended by adding the words “safety, security or other” after the words “environmental or”

 

A point of order was raised regarding the text of the proposed motion of David J. McGuinty.

 

The Chair reserved his decision until the next meeting.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
