The Standing Committee on Procedure and House Affairs met by videoconference at 11:11 a.m. this day, in Room 308, West Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Stephen Owen and Luc Malo for Michel Guimond.

 

In attendance: Library of Parliament: James Robertson, Principal; Sebastian Spano, Analyst.

 

Witnesses: Élections Québec: Marcel Blanchet, Chief Electoral Officer & President of the Commission for Electoral Representation. British Columbia Civil Liberties Association: Murray Mollard, Executive Director. British Columbia Public Interest Advocacy Centre: Jim Quail, Executive Director. As an individual: Tina Marie Bradford, Lawyer.

 
Pursuant to the Order of Reference of Wednesday, November 8, 2006, the Committee resumed consideration of Bill C-31, An Act to amend the Canada Elections Act and the Public Service Employment Act.
 

The witness made a statement and answered questions.

 

At 12:02 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed by videoconference.

 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That witnesses be invited to appear in relation to Bill C-31.

 

At 1:07 p.m., the Committee adjourned to the call of the Chair.
