The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Jay Hill, Hon. Marlene Jennings, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Claude Bachand for Michel Guimond and Hon. Charles Hubbard for Hon. Stephen Owen.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: New Democratic Party Caucus: Dawn Black, M.P., Member of the New Democratic Party Caucus. Senate: Senator the Hon. Andrée P. Champagne. As an individual: Robert Marleau, Former Clerk of the House of Commons.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders of the House of Commons.
 

The witnesses made statements and answered questions.

 

It was agreed, — That the parties would discuss the issue of decorum in the House with their respective caucuses and report back to the committee if required.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That twenty-four (24) hours' notice be given for the consideration of amendments to Bill C-31, An Act to amend the Canada Elections Act and the Public Service Employment Act.

 

It was agreed, — That witnesses be invited to appear in relation to Bill C-31.

 

At 12:41 p.m., the Committee adjourned to the call of the Chair.
