The Standing Committee on Government Operations and Estimates met at 3:30 p.m. this day, in Room 209, West Block, the Vice-Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Diane Bourgeois, Daryl Kramp, James Moore, Richard Nadeau, Peggy Nash, Pierre Poilievre, Hon. Raymond Simard and Hon. Garth Turner.

 

Acting Members present: Laurie Hawn for Harold Albrecht.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst; Philippe Le Goff, Analyst.

 

Witnesses: Department of Public Works and Government Services: Liliane Saint Pierre, Assistant Deputy Minister, Acquisitions; George Butts, Director General, Services and Specialized Acquisitions Management Sector, Acquisitions; Marshall Moffat, Director General, Small and Medium Enterprises Sector. Canadian International Trade Tribunal: Elaine Feldman, Vice-Chair; Randy Heggart, Director of Procurement Review; Reagan Walker, General Counsel.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the federal government's procurement activities constraints (trade agreements) and impact on manufacturing employment in Canada.
 

Liliane Saint Pierre, George Butts and Marshall Moffat made opening statements and answered questions.

 

At 4:36 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

 

Elaine Feldman made an opening statement and, with the other witnesses, answered questions.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
