The Standing Committee on Government Operations and Estimates met in a televised session at 9:01 a.m. this day, in Room 269, West Block, the Chair, Diane Marleau, presiding.

 

Members of the Committee present: Harold Albrecht, Omar Alghabra, Raymond Bonin, Daryl Kramp, Hon. Diane Marleau, Peggy Nash, Caroline St-Hilaire, Louise Thibault, Mike Wallace and Chris Warkentin.

 

Acting Members present: Yasmin Ratansi for Hon. Joseph Volpe and Dave Van Kesteren for James Moore.

 

In attendance: Library of Parliament: Guy Beaumier, Analyst; Philippe Le Goff, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General ; Peter Kasurak, Senior Principal. As an individual: William V. Baker, Former Commissioner , Canada Firearms Centre. Treasury Board of Canada Secretariat: John Morgan, Acting Assistant Comptroller General, Financial Management and Analysis Sector, Office of the Comptroller General; Charles-Antoine St-Jean, Comptroller General of Canada. Department of Public Works and Government Services: Ian Bennett, Acting Assistant Deputy Minister, Acquisitions Branch. Department of Justice: John Sims, Deputy Minister and Deputy Attorney General.

 
Pursuant to Standing Order 108(2), the Committee commenced study of Chapter 4 of the Auditor General's Report.
 

Sheila Fraser, William V. Baker and Ian Bennett made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Louise Thibault moved, — That this Committee call on the Government to immediately proclaim An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 6.

 

At 11:04 a.m., the Committee adjourned to the call of the Chair.
